Kay Fleming focuses her legal practice on gaming, charitable gaming and sweepstakes law, nonprofit organizational issues, the certification of minority, women, and disadvantaged business enterprises, and the development of participation plans to ensure a diverse vendor base. Having served as both a regulator and now representing clients in private practice gives Kay a unique perspective of the administrative law process.
Kay is a member of the Indiana State Bar Association and the United States District Court for the Northern and Southern Districts of Indiana. She is licensed to practice law in the State of Indiana.
She is an active member of the International Association of Gaming Advisors; advisor to National Association of Women Business Owners; and a member of the Indiana Women Business Owners Political Action Committee.
Kay earned a Doctor of Jurisprudence, Summa Cum Laude, from Indiana University School of Law in Indianapolis. She is licensed to practice law in Indiana. She earned a Bachelor of Science in Psychology, Cum Laude, from Indiana State University, Evansville (currently the University of Southern Indiana). Kay also attended Deaconess School of Nursing in Evansville. In addition, she completed coursework toward a Master of Business Administration at Ball State University in Muncie and University of Evansville, as well as graduate study in Psychology at University of Southern Indiana in Evansville.
Honors and Activities
In 2011, Kay was selected by her peers for inclusion in the 2012 edition of The Best Lawyers in America® in the practice area of Gaming Law.
While at Indiana University School of Law, Kay served as the Associate Editor of the Indiana Law Review and was a member of the Order of the Barristers, Dean's Tutorial Society, and Phi Delta Phi. At Indiana State University, she was a member of Psi Chi and treasurer of the Psychology Club.
